It is licensed on a subscription model and priced on a per-domain basis for small (0 to 500 users), medium (501 to 5000 users) and large (5001 to 10,000 users) domains, and on a per-user basis for larger domains (> 10,000 users) and/or multi-domain environments i.e. the prices above are for use in a single specifiable Active Directory domain.
It can also be licensed for use in multiple Active Directory domains/forests and for use in larger domains (>10,000 users).
